What is Article V?

Article V is the part of the Constitution that explains how the Constitution may be amended.  There are two ways to do this: amendments may be proposed by Congress or by the states. No matter how they are proposed, they must be ratified by 3/4 of the states before they become part of the Constitution. Our Constitution has been amended 27 times.
